Pollution Prevention and Reduction

Pollution prevention and reduction can occur at any stage of the chain-of-custody from harvesting the materials, to processing them, using them, and disposing of the "wastes." Pollution prevention starts at the source by reducing the amount of material required or by substituting a nonpolluting ingredient. It occurs by using "end-of-pipe" solutions such as wastewater treatment or smokestack scrubbers before release into the environment. Pollution can be reduced by recycling the polluting substance or isolating it from the environment by designing a safe waste disposal site. It can also be reduced by lowering demand for the product (product substitution) or using social fixes such as cap-and-trade emissions permits and emissions standards. Who pays (polluter or citizen through taxes) has been a major barrier to cleaning up heavily polluted sites (e.g. Superfund in the U.S., asbestos mines).
