There is no international law banning nuclear weapons. But nuclear weapons come under the restrictions imposed on all weapons of mass destruction. They should be banned but possessors of nuclear weapons, except the Russian Federation and the United Kingdom, refuse to sign any convention limiting nuclear weapons production. The Treaty on the Non-Proliferation of Nuclear Weapons has been suspended since 1995. The Comprehensive Nuclear Test Ban Treaty has not been adequately ratified. Inspection and enforcement as well as "threshold" nuclear powers are major barriers to nuclear disarmament.

The U.S still maintains an arsenal of nearly 10,000 nuclear warheads? It costs at least 35 billion a year to maintain. Since the 1950s, the U.S has tested hundreds of nuclear weapons on Western Shoshone homelands and disposed of thousands of metric tons of radioactive waste in unlined trenches at the Nevada Test Site. Currently the U.S Congress has passed legislation to dump all of the nuclear industry's high-level nuclear waste at Yucca Mountain.
