Information and communication
technology (ICT) refers to the ability to have the skills, and physical
and financial means, to access information particularly using computer
based communications technology, such as the Internet. The ability to
access and use information and communication technology is seen as a
way of overcoming the 'digital divide'-the gap in access to technology
that exacerbates economic, social, and developmental inequalities.
